The Institutional Data & Insights team provides thought leadership to Vanguard’s Institutional business, which accounts for one quarter of Vanguard’s Assets under Management, around how to continuously evolve business strategies and enable innovation through data. As the Institutional Data Governance Manager you will be responsible for designing and implementing a multi-year plan for data governance and privacy infrastructure in Vanguard’s Institutional division, reporting to the head of Institutional Data & Insights.

The Data Governance manager will build and manage a team of data quality, data management, and data compliance experts, responsible for developing policies and processes to ensure effective management and use of data, including compliance with both domestic and international laws. The Data Governance manager supports business leaders in maintaining compliance of data, developing policies and procedures to ensure high quality data is sourced and maintained, and sourcing industry best data and privacy practices across all divisions and entities.

Duties and Responsibilities:

  • Manages a team of experts to adhere to the data governance policies and processes, and oversee 3rd party data implementation and integration efforts.
  • Supports hiring of staff and provides guidance, training, and motivation as necessary to develop staff in accordance with established Vanguard standards. Sets performance standards, reviews performance, provides feedback, and recommends wage increases in accordance with all applicable Human Resources policies and procedures.
  • Defines, designs, and implements operational processes and procedures of Institutional Data & Insights, which initially includes contributing to the design and construction of the Data Governance function for maintaining control of data within respective data regulations.
  • Create and measure relevant Data Governance KPIs that transcend business function and provide a good measure of variable risk across data models
  • Demonstrated ability to translate technical, regulatory, and legal requirements into a clear, understandable framework that is actionable by the business.
  • Understands Institutional data and defines the strategic approach to the Institutional wide data governance program. Beyond the strategy, this would also include partnering with Senior Leaders across Vanguard to coordinate and implement the strategy by department. Develops and maintains effective relationships with other business leaders to influence the adoption and on-going engagement with the data governance and privacy programs.
  • Create a set of integrated services including data governance model tailoring, change management, data model onboarding and others to quickly enable governance capabilities.
  • Develops and implements the supporting strategic communications plan for Institutional to engage, educate, and influence leaders about data governance issues, policies, and programs. This includes the development, implementation, and delivery of senior leader communications concerning the effectiveness of data governance programs in Institutional and at Vanguard more broadly.
  • Define and implement a Data Governance Operating Model that defines the roles & responsibilities, governance boards, and governance processes for all data domains
  • Defines, designs, and implements the enterprise-wide data governance program including the data governance framework for client, crew, product, investment, and third-party data. Leads the team accountable for communicating and implementing the policies and procedures as well as metrics for the data governance program.
  • Designs, develops and maintains enterprise-wide data governance metrics to measure the effectiveness of the data governance program. Ensures that metrics include appropriate benchmarks to legal, regulatory, and industry standards. Assimilates inputs from all divisions to operate an enterprise-wide data governance and privacy dashboard. Responsible for continually evaluating the accuracy and effectiveness of the metrics.
  • Reacts to shifting business and IT priorities and reallocates resources as needed to successfully accomplish data governance and privacy objectives.
  • Manages multiple data governance initiatives according to the agreed upon annual operating plan.
  • Leads special projects and performs other duties as assigned.


  • Undergraduate degree or equivalent combination of training and experience (Master’s or professional degree preferred).
  • Consulting experience preferred.
  • Minimum 8 years’ relevant work experience in privacy, regulatory compliance, information systems, information technology, internal audit, risk & control, fraud, information security, business contingency, or process improvement disciplines.
  • Familiarity with financial regulatory requirements (GDPR/CCPA/SOX) preferred.
  • Experience with Data Management Body of Knowledge (DMA-DMBOK)
  • Experience with data modeling, architecting, data analysis, data migration tools, data integration, data warehousing and database design.
  • Demonstrated functional expertise across a wide range of technologies, ERP systems, PLM and MDM platforms.
  • Experience of building relationships with executive and senior leadership, with a proven ability to influence and collaborate at all levels.
  • Drives efficiency of ongoing reporting needs. In addition, works with business leaders to ensure appropriate usage and report justification.
  • Ability to design new processes to improve the quality of business reporting and analytics
  • Broad understanding/familiarity with Vanguard’s business and the investment industry.
  • Demonstrated ability to: quickly develop a command of new concepts, including domestic and international privacy laws and data security best practices; and complete multiple and diverse assignments with the highest level of accuracy and quality.
  • Excellent project management and prioritization skills.
  • Demonstrated ability to translate technical, regulatory, and legal requirements into a clear, understandable framework that is actionable by the business.
  • Demonstrated understanding of how to balance practical business realities with risk mitigation needs.

  • Excellent written and verbal communication skills, including strong presentation skills to senior management.
  • The ability to work in an ad-hoc/dynamic and fast-paced environment with frequent time-sensitive deadlines.
  • Experienced with business process improvements and risk management as well as contract and vendor negotiations.
  • Excellent influencing, facilitation, and partnering skills.
  • Experience and ease in interfacing with Senior Staff and other officers across the organization.
  • Experience in delivering DG and knowing areas of risk along with how to mitigate them
  • Knowledge of process methodologies and innovative ways of managing Data Governance

    Special Factors

  • Hands on experience with data governance, Vanguard’s systems architecture, and Vanguard’s business architecture preferred.
  • Strong understanding and experience with process design, compliance, and risk management preferred.
