The investment actuary acts as an actuarial and pension investment subject matter expert, internally and at various types of external engagements including client investment reviews; contributes to the continuous oversight and improvement of systems, processes and models supporting the Pension Strategy and Analysis organization; provides actuarial and investment expertise, pension risk management, and asset liability modeling to Vanguard’s defined benefit pension clients, facilitating the team’s production of timely, high quality timely client deliverables; and contributes to thought leadership projects as well as efforts to elevate the pension investment knowledge of all Vanguard crew relating to pension portfolio construction, investment strategy, plan design, and regulatory compliance.

Duties and Responsibilities:

– Contributes to the continuous oversight and improvement of systems, databases, processes and models supporting the VIAS Pension Strategy and Analysis organization. Reviews, develops, and implements improvements and changes to existing actuarial tools. Designs, builds, and implements investment/actuarial models as needed to support and inform the strategic investment decision process.

– Reviews, validates, and performs client-specific project work (asset-liability study, pension risk analysis, etc.) with a focus on high-quality, timely deliverables. Supports and oversees the annual information collection process for pension clients (request information, validate and process information, document results) conducted by pension analysts. Performs detailed, complex calculations for asset/liability modeling projects and other pension analyses in support of current and prospective clients.

– Effectively communicates all aspects of the modeling and processes to all levels within Vanguard.

– Provides high level of technical expertise to Relationship Managers, Sales Executives, Investment Consultants and Consultant Relations teams to model pension plan liabilities and assets.

– Serves as an actuarial and pension investment subject matter expert at VIAS client engagements. Presents asset-liability studies to, and discusses defined benefit pension investment strategies with, VIAS clients and prospects.

– Reviews the latest regulatory developments and industry trends affecting defined benefit plans, including changes to ERISA, Internal Revenue Code, FASB and PBGC rules. Where applicable, analyzes and communicates the effect on clients, Vanguard policies and procedures, and client plans and financial statements as well.

– Acts as an actuarial and subject matter expert, supporting various business initiatives and services, e.g. provides content for client communications and supports development of liability driven investing model and other analytic services.

– Provides formal and informal training relative to defined benefit plans to Vanguard crew members including technical assistance as needed.

– Participates in special projects and performs other duties as assigned.

Qualifications:

– Undergraduate degree and equivalent training and experience required.

– Associate, Society of Actuaries (ASA) designation, or progress toward designation, required.

– Progress toward CFA designation preferred.

– Minimum 5 years of work experience required; defined benefit plan experience required and asset-liability modeling experience preferred.

– Technical defined benefit knowledge of ERISA, Internal Revenue Code, applicable regulations, and Financial Accounting Standards as related to defined benefit plans preferred.

– Written and verbal communication skill required.

– Project management skill required.

– Self-starter able to work independently with minimal direction and to develop practical responses to technically challenging issues preferred.

– Some travel may be required.

– Experience with pension investment portfolio management and/or derivatives overlay management a plus.

– Quantitative coding experience (Python, R, MATLAB, etc.) a plus.
